OC HOUSING AND COMMUNITY DEVELOPMENT (OCHCD) announces the release of the 2023 Supportive Housing Notice of Funding Availability (NOFA) First Amendment making available up to $32.7 million dollars of Federal HOME Investment Partnership Program (HOME), HOME American Rescue Plan Program (HOME-ARP), Mental Health Services Act (MHSA) and 15G Reserves, to promote the acquisition, new construction, and acquisition/rehabilitation of Supportive Housing and will also provide up to 218 Housing Choice, Mainstream and/or Veterans Affairs Supportive Housing Project Based Vouchers for extremely low-income households who are homeless.
Funds are available until the NOFA closes, is replaced by a new NOFA, or until all available funds are committed via Board of Supervisors action, whichever occurs first. Interested and qualified applicants who can successfully demonstrate their ability to provide supportive housing for extremely low-income households who are experiencing homelessness are encouraged to submit proposals.

Project-Based Voucher Program
The Project-Based Voucher (PBV) Program is a discretionary component of the Section 8 Housing Choice Voucher (HCV) program. The PBV attaches rental assistance to specific housing units in properties that are determined to be decent, safe and sanitary through the Housing Quality Standards inspection process. Under the PBV program, Orange County Housing Authority (OCHA) enters into an assistance contract with the owner for specified units and for a specified term.
Tenants residing in Project-based units pay 30% of their income for rent and utilities, and the balance of their housing costs are paid by OCHA. Tenants in Project-Based units are assisted as long as they live in the unit and continue to qualify for the program.
Many of our PBV projects are fully leased. When a vacancy occurs, OCHA will fill the vacancy from a referral through the Coordinated Entry System (CES). In order to be referred through CES, interested persons must be connected to CES through an access point. You may contact 2-1-1 to request to be connected to a CES access point for housing opportunities.
If you are on our current Housing Choice Voucher (HCV) waiting list, on the CES list and are eligible for one of OCHA's PBV projects, you will have priority for the project when a vacancy occurs.

Valencia Gardens Apartments is accepting applications
The Orange County Housing Authority (OCHA) will begin accepting applications for Project Based Voucher (PBV) units for persons experiencing homelessness on January 16, 2024. The project, hereafter known as Valencia Gardens, is located at 637 West Struck Avenue, Orange CA 92867, and will have three (3) two-bedroom and five (5) three-bedroom units available for persons experiencing homelessness.
